Hiro Itō is a Japanese national who, after an intense Kaiju battle with a mega-lizard that he assumed had followed him from Japan, was arrested and placed in the care of the Department of Child Services and Human Sacrifice. Little is known about Hiro’s time before his arrest except that his license says he is 37; however, the judge, citing Hiro’s diminutive stature and great skin, declared he must be a minor.

Timmy and Tina are fraternal twins with a sorted past. They are suspected in a bank robbery, a child abduction and twelve murders (one of which being the first judge that presided over the case). Their sentence was determined to be incarceration under the care of the Department of Child Services and Human Sacrifice until their eighteenth birthday. When asked how they felt about such an extreme sentence, they smiled coyly and continued stabbing the bailiff.

In this world, mysticism and bureaucracy are one and the same. Every facet of the government is run by The Faceless Bureaucrats.
